car wont go past 6000rpm
It's likely the Fuel Cut-Off Control (see this link https://www.hondacivicforum.com/m_52.../tm.htm#527264 and the picture).

hm. my redline starts at 7000 i beleive and i have a d16y8. my old accord and 02 civic would redline..and the way the car acts when i hit it makes it seem like it isnt normal. (bucks, jumps etc)
It might be worth testing neutral to see whether the problem is linked solely to rpm versus contributions of engagement of the transmission and engine load.
If not linked solely to rpm (e.g., Fuel Cut-Off), then perhaps the engine is slightly out of tune (e.g., timing, plugs, wires, distributor, air filter, etc.).
