Car Wont Start...
Hello,
I have a 94 Civic Ex with the standard d16z6 motor with manual trans...
I bought a new car last year, and the Civic was sitting in my friends driveway for some time while I was waiting payment on it...
Long story short, I finally got the car back, but now it wont start...
It is turning over, but it is not getting any fuel and is not sparking. It sounds like it wants to start though..
So I replaced the plugs, fuel pump and main relay, thinking that would fix it, but it didnt.
My buddy's wife's dad is a Honda mechanic, and he said he is not sure what it could be, but that he would need to see a wiring diagram or something. So I am baffled as to what it could be. ECU got fried somehow?? I dont know.
Anyone else experiance this or would know what it could be?

No, the fuel pump is not engaging, and my buddy ran a test on the plugs (he's a mechanic) and they didnt fire....
I stopped driving the car over a year ago, and it may have been driven a few times since then, so maybe a few times in the past year or so...

do a compression check. I had the same thing happen to me on my 97 when I let it sit for 2 weeks. It turned out to be the valves where stuck open. I spoke with my honda mechanic about it and he said it is very common in cities near the beach(salt water). First you have to verify the timing belt is ok and the camshaft is actually turning. Then do a compression check to see if the valves are stuck open(one or more cylinders will not hold the compression). If that is the case you can either open the valve cover and see which valves are stuck and try to “tap & wiggle†them loose. Or you can just keep cranking it over until they come loose. It might take as long as 10 minutes sometimes, so you may require a battery charger.
Now this is assuming the fuel pump is working and the spark is there. I know you said neither of those appear to be operational, but I have also noticed that not to many people can diagnose those too well. With this comment:

My buddy tested the spark by putting a screwriver in the plug wire, and nothing happened, and he said it is not sparking...
So I assumed he was correct when he said there was no spark...
Also, shouldnt you hear the fuel pump click when you turn the ignition on?
I have the back seat out, since I replaced the fuel pump, and I cant hear a thing when I turn the key over, so I am assuming the fuel pump is not engaging either. If there is a better way to check to see if those are operational, let me know, otherwise I will keep trying to figure it out!

I would do the following: Unplug one plug wire. Take the plug off. Reconnect the plug into the boot so you can see the electrode with the gap. Make sure the car is in a dark place or at least you can get the plug in a dark place. Now make the plug ground electrode touch a ground(metal) of the engine. Hold it by the rubber boot. Have someone crank the engine but make sure you tell them to turn the key to the off position right away so the car doesn't start. While they are cranking you will pay close attention to the gap. Look for the spark. The problem with the screwdriver method is you cant keep the proper gap to watch for the spark. Too large and it will find a less resistive path. To small and you just cant see the spark.
About the fuel pump. No it doesn't make any noise upon turning the key. What you might want to try is unscrewing one side of your fuel filter and then turning the key. Be advised the line will spill fuel out so keep a rag handy.
I would still advise you to do the compression test. For a car to start you need all three of the above, fuel(and oxygen of course), compression, and spark. Good luck.
