CEL stays on but there's no codes?.
Ok I have a 91 civic and for the past month its been sitting in my garage because it just cranks but will not start I've changed the dist. ,Cap, rotor ,wires and plugs but still nothing I've went through and pulled every fuse in the car and only one was melted a lil bit (altenator and solenoid valve) but I pulled back the carpet to see the ecu and read the red blinking lights because the CEL stays on but there wasnt any lights. Could my ecu be bad as to why it won't start or would it not even turn over if it was bad

The most likely reason for the CEL to stay on like that and the car crank but not start is a bad main relay. When you turn the key on but don't crank, CEL should go on for 2 seconds then go out, and during the time it is on the fuel pump should run. Listen closely for the pump, it's inside the gas tank under the back seat. If it doesn't do that, take out the main relay and resolder it.
The LED usually blinks once when the key is first turned on when there are no codes, but I don't think that's an official test.
