yes it is dual point. ok i jacked the front of the car up and turned one wheel and the other one does not turn the other way. so what does that mean and how hard to fix.

Manual transmission must be in gear for that test, or in Park if it's automatic. Engine not running.

Your car cannot move under its own power? Or does it drive OK but make noise?

when its jacked up should you be able to hear what sounds like ball droping every so often. when ether tire is turned.

It should be almost silent turning the wheels when jacked up. Sounds like a bad CV joint. Put the transmission in neutral so just one side turns, then find out which side it is.

Be sure the car is securely supported on jackstands so you can safely get under it. Hold the shaft with one hand while trying to turn the wheel with the other. If there is any slack at all, the outer CV joint is bad. You will probably find the boot is torn and all the grease is gone, stuck to the inside of the wheel. Fortunately it is not very expensive to replace the shaft/CV joint/boot assembly with a rebuilt one.
