Default check engine light help

k fellas, here's the problem. my friend has a D15vtec swap in his 93cx hatch. all the wires are ran correctly for vtec and everything. he's running a P28 as well.

here's where it gets interesting. when the car is on, his check engine light is constantly on. so, we ran diagnostic on it, and the light just stays on, meaning no codes. idk what that means then? its not showing any codes at all. we've reset the ecu, and still nothing, just a constant check engine light.

any clues or ideas?

i've heard that some manufacturers set it to where the light comes on every so many miles for maintenance and a mechanic has to do something to turn it off, but i dont know if thats true and if it is that could be the problem

This unusual problem suggests either a faulty ECU or a faulty wire running between the ECU and either the CEL or the service check connector (see pictures).

Some manufactures do that but I always thought it was just in much newer and more expensive cars.

I had always heard that a solid CEL meant faulty ECU

Is the car running ok. I mean its not in like a safety mode or anything is it.
