05 Civic LX Sedan

The check engine light wont turn on, not even when the key is only turned 1/2 way. Plugged in OBD2 reader and it just said there was an o2 sensor problem so the problem is the light is not illuminating. The LED is surface mount soldered to the board so I doubt its bad, any ideas what it could be? Every other light on the cluster works except the CEL. I heard someone say the previous owner might have messed with the ground on the ECU to turn it off, any suggestions?
