Default D15 in Sand Rail injector problems???

I put a civic D15B non v-tec but I am having problems with getting the injects to get power? I don't know if there is supposed to be power coming out of the ECU or not? so I am at a stand still right now I am running the stock P05 ECU with the engine wiring harness, any help in this matter would be greatly appreciated
Thanks very much!

Power comes from the main relay. One wire of each injector is always live and the ECU drives the other wire to ground to open it. Some models (1991 and earlier with MPFI) have a resistor pack in series with the live wire of each injector.
