Default Dash & Taillights not working

fuses have all been replaced, still no luck. wiring issue?
please help.
i drive a 95 civic ex.

Do both top metal test tabs of installed fuse 19 have voltage with the light switch on? If so, test the combination switch.

lol i noticed that last minute. sorry. figured out the problem but not completely.
both rear corner taillights work but my trunk lid lights still will not come on.

Burnt out bulbs or broken wire leading to the trunk lid. The wires tend to break where they flex every time the trunk is opened.
