engine dies when idles

1996 honda civic hx w/ d16y8, and using y7 harness p28 ecu. Engine dies at idle, but not intermitten. checked timing, and also have code 21/ spool solenoid. what to do? tried searching and now i'm stuck. help please?

Is the engine oil low?

Try cleaning the IACV.
