Default Failed smog what do these numbers mean?

I have a 98 honda civic ex and it failed smog today. Beforehand, I changed the oil and about 7 months ago did a complete tune up on it. Here are the numbers if anyone knows what they might be mean it would be appreaciated. thanks.

15mph/co2%=15.9, o2%=0.1, HC(ppM)=113, CO%=.46, NO=707

25 mph/c02%=16.1, o2%=0.0, HC=49, CO=.23, NO=109

Max numbers for HC is 66 at 15mph, CO is .02, NO is 57

Max numbers for HC at 25mph is 49, CO is .55 and NO is 774

Check the ignition timing. If it's a California model with EGR system, clean out the EGR passages. Failing both HC and NOx often means the catalytic converter is worn out.

Sounds like your tune up came too late. Before replacing the cat, make sure the engine is not still running rich. Otherwise, the new cat may be killed soon after installation.
