Fuel issue?

Fuel issue?
1993 honda civic ex
4 door 1.6l sohc
About 2 weeks ago it started
hard to start up itll crank and crank and wanan fire than stop. Sometimes takes 20 mons to fire up.
When it runs it idles goofy and when i press the gas it hesitates and wants to stall out.
New fuel pump and filter. Has great pressure from pump to rail and filter.
Has new battery and alternator.
what else can it be?
