Default Fuel pump not priming

94 Civic ex died recently. The fuel pump isn't priming, so that's where I started checking.

Testing:
Fuses are good, main relay tested good and clicks with the key (swapped out a new one to be sure), checked continuity from harness to pump (have 2 pumps and swapped between them), jumped the harness and got the pump to run that way. No voltage is going to the pump with the key.

Probable problem:
I found a kill switch corroded through attached to an incredibly elaborate alarm system. I carefully pulled it all out and repaired the wires that needed to be.
Pictured is a connector that was wired to the alarm. I can not figure out where it's supposed to go (even compared to junkyard Civics). I'm thinking this must be part of a fuel control circuit as everything else tests ok

Where it comes from
