Default Headlight Adjustment

Sorry if this is a dumb question, but I'm new to Honda's.

1999 Civic coupe EX.

Looking at the rear of the headlamps, I see what appears to be a couple gears/sprockets with a Phillips screw in the middle of one of them. By turning the screw, does this elevate or lower the beam of the headlamp?

I don't see any other way of adjusting them.

You don't actually turn the screw. You use a phillips screwdriver, though. There's a place where you can see the gear teeth exposed. Put the screwdriver in the teeth and turn. There are two adjusters on each headlight. One does up and down, the other does left to right. I don't recall which is which though. Hope someone else knows.
