i have a 93 civic lx sedan with angel projector headlights and when i turn my brights on the left on aims down and the right aims up. should that happen if not how can i fix it?

 

Adjust headlights on low beam, then the bright should take care of itself. Assuming both are correctly aimed on low, you might have the left bulb installed upside down. That is generally not possible on stock lights due to mechanical keying feature, but who knows with aftermarket especially ebay dubious quality stuff.
