Default Headlights very dim! Related to Fuse 15?

I have a "Fuse 15" problem that I know of. I haven't fixed it yet, but since finding some new pictures on here of that situation, I'm confident of finding the spot now. Thanks forum!

My headlights are very dim, on the verge of being unsafe, that dim. Does the wiring harness in the "Fuse 15" fix also contain a ground for the headlights?

Once I get this car up in the air this weekend, I'd love to fix both problems.

With fuse 15 out, the alternator typically doesn't work to full power, causing low and varying voltage throughout the system. It can reach the point where the battery runs down all the way and the car won't start.
