Default Headlights work tail lights dont

i have a 97 civic the wires are all hidden and somehow my tail lights dont work but my brake lights do. Headlights still turn on and work and the fuse for the tail lights isnt blown. Im thinking a short somewhere on the harness but i dont know how to find it or if theres an easier way to fix this problem

Do the dash and cluster lights work when the light switch is turned on?

How did you test 7.5A fuse 32 under the dash?

With the light switch turned to parking lights, use your voltmeter to test for battery voltage to body ground at the Red/Blk wire for one of the taillight bulb receptacles.

Whenever something doesn't light up, always check the bulbs first. As the dash lights light up, that shows the switch, fuse, and most of the wiring are good. If the lights on the back are on a moving hatch or trunk lid, the wire could have broken where it flexes when the lid is opened.

Test voltage at the Red/Blk wire NOT the Grn/Wht wire.
