Heater Control still doesnt work

Heater Control still doesnt work
Hey guys and gals, I bought a new transistor today thinking that would fix my problem. Heat and AC control only works on high. So I swapped out the transistors and it still didnt work. Well I unplugged the old one and plugged the new one in and left it hanging. So do you know of anything else to try? Thanks Kyle
