Either removed the bulb, or cut the wire. The wire would likely be cut near the ECU. Uncover your ECU and look for any cut wires. Ron should be able to look up a diagram to tell you what color the wire is. Once you know which wire you can test the bulb by grounding the wire and turning the key on. If the bulb doesn't work you will need to remove the instrument panel cluster from the car to replace it, which is not a really big deal.
It is important to have the CEL working because on an OBD1 car such as this one, the CEL is the only way for a DIYer (or anyone who doesn't have access to a Honda dealer's diagnostic set) to read codes out of the ECU.

The ECU has three connectors. The largest, connector A, has 26 pins. The Green wire with Orange stripes (position 13 of connector A) goes to the CEL in the gauge assembly. Check whether it has been cut. If not, the CEL bulb may have been removed.
Is it a 2P connector located above the ECU? If so, that's the service connector used for retrieving CEL codes and checking the ignition timing.
ok i pulled the cluster and found the light was removed so i took the parking brake light and switched it untill i can get a new one for both so when i start it the cel comes on how to i get the flash codes out of it?
