hesitiation at part throttle?

hesitiation at part throttle?
hey guys... have a 97 civic HX 5 speed , when im accelerating the power feels like its hesitating up and down and then smooths out... seems to be worse at lower/part throttle situations versus 5th gear/hwy driving...
any ideas? plugs? fuel filter? clutch going out? (seems ok) a little weak

could be whats stated or it could be a fuel issue try replacing the fuel filter then add some Seaoam to the gas. also clean your IACV and throttle body make sure the throttle cable is in good working order to.
