Default IACV on 94 civic

Hey guys I did an engine swap from the d16 tothe sohczc, I had no problems before but after the swap my CEL came on and it shows up a code 14, Idle air control valve. Took it back to the place that did the swap and checked the IACV and came out good with the ohms reading and voltage. Went to Orileys and got a new one just in case. Put it on and same code came on. Checked the idle speed and it soars up to bout 1200, so brought down the idle speed and it comes out good when the car is running, but when I turned off the car and turned it back on it readsa high idle speed again, and the CEL comes on. Need anyone for some help, thanks, Loyd!

You might have the throttle cable too tight, or something else letting air leak past the throttle body into the manifold. The code 14 is set when the ECU can't control the idle, but not necessarily because of the IACV itself.

Would it be by using the old parts of the d16 on to the zc block that might be throwing codes, such as the Intake manifold, MAF, throttle body ,ect. What is the proper way to reset the ECU?
