Idle Surging Problem

Default Idle Surging Problem

I am having an idle surging problem on my 98 Honda Civic LX. Once it is warmed up and I come to a stop and idle, sometimes the RPMs will jumped from 1000 to 1800. I justed tried removing and cleaning the IACV. One question about the IACV is whether or not it should be half open while sitting on the work bench. Other than that I have check vacuum lines for cracks and disconnects but haven't found anything there. Any body have any other thoughts or other commons problems? Thanks.

if your model is equipt with a fifv valve under the throttle body clean that out

does it idle up when you come to a stop then slowly idle down and rest? mine does that i think it takes a while for it to calculate you're at a stand-still and then bring idle down accordingly.
