inspection....
alright, i've been trying to get my car inspected for the past couple weeks now and whenever i go, the guy keeps telling me the "it's not ready". which i dont really understand. he asked if the car had been rest recently or if the battery had been disconnected and i tole him the one of my battery terminals was kinda loose and it came off about a week before. he said to drive around for about 40 miles and come back. so i went back the next week and he tells me the same story. i really need to get the inspection done because my registration is up next week. if anyone has any idea as to whats going on i would really apreciate it.

if the ECU loses power it will reset and readapt its settings, and that driving period that he wanted you to do is to give the ECU time to adapt its settings so that the engine is running efficiently. If you've been driving it enough and it's still not "ready," consider checking the "backup" fuse under the hood, because if it is blown, the ECU will reset every time you turn off the car.

If the fuse is fine, does the CEL turn ON for a few seconds and then turn OFF when you turn the key to ON(II) without cranking the engine. Alternatively, does the CEL remain ON while you are driving?
it does turn on right before i start the engine but it doesnt stay on while im driving. i think it might be that fuse. should i just change it to see if it was the cause or does a blown fuse actually look different (sorry im definatly a dummy when it come to this).

typicaly a blow fuse will be very obvious BUT occationaly it could look just fine and its not blown but cracked inside somewhere... even a hair crack can disrupt power..... best to just replace the fuse and be sure.
i went thru a hell of a time finding out the problem on a old amplifier loosing power until i tested before and after the inline fuse and sometimes it worked and sometimes it didnt. i thought it was a loose wire but everything was tight. until i changed the fuse i was dumbfounded with it!
a quick way to test the circuit would be disconect the O2 sensor wire start the motor up let it throw a CEL light then turn the motor off, plug the o2 sensor back in wait a min or so and start the motor up... if the CEL light is still there the backup should be working properly. if the cel light goes out like normal than something is wrong with it
