ya not neccesary BUT if you have most the motors front pulled apart.
its a GREAT IDEA to replace the water pump, tensioner, belt, and also the most forgoten upper and lower oil seals for the crank shaft and the cam shaft. otherwise a leaking oil seal can well..... leak oil which is harder on the new belt and makes it alot easier to slip a tooth...
if youve already pulled the motors front apart then these little parts are just cheap insurance!
they dont cost much when it comes to the posible "future" issues.

they change the water pump with the timing belt because you have to take the timing belt off to replace a water pump. that is usually around 4-5 hours labor. so doing it at the same time is the best choice.
