What would cause the steering not to return to thecenter position and how do I go about correcting it.

can those problems contribute/ cause the steering to be extremely light or loose at slow speeds. Also there is a delay between when you turn the steering wheel and the wheels actually moving

How do I go about testing/ trouble shooting and correcting these things.
