Have 88 civic hatch, over tighten the tensioner with impact gun and broke the bolt, is that fixable or is the motor toast?

That's very fixable. Drill out the broken piece and remove it. Probably drilling with a left-handed bit will be all that it takes, and the piece will spin out. Do not drill too deep! You may have to repair the threads in the hole with a helicoil.

Buy a new bolt and tighten properly. It does need to be tight, should the tensioner be able to move while the engine is running, the belt will strip and the valves crash.
