need help 98 civic not starting
Was the no-start fix to replace the main relay?
Is the CEL ON? If not, the ECU probably needs a little time to relearn the idle. Remove the under-hood 7.5A BACKUP fuse for 1 minute (clears ECU) and then reinsert. Drive the car for 30-minutes. The idle may settle down after this time.

Ron has an excellent point. First the CEL has to stay off, if not you need to fix that first before expecting it to run properly. Then you need to drive some to recalibrate it.
Make sure that the back up fuse is not blown. If the fuse is blown the ECU will never stay in calibration, and it will idle poorly every time you start it.
