Default Need info for 2002 civic ELD - electronic load detector

Just a quick question / story -

My 65 yr old mother brought her car to Honda for a check engine light. I have the print out saying the car through 2 codes..

P1298
P0420

The 1298 is the ELD.. I replaced that myself for her.. Took 2 minutes, it's in the fuse box under the hood. Light went out for a couple days and came back on.

P0420 is for the cat - the cat was replaced once before with an aftermarket and is still under warranty from the garage that did it..

Since I replaced the ELD with a new one, my mother brings the car back to the place that replaced the CAT.. They are telling her that the car needs to have its ELD replaced, and that's why the light came back on.. (I'm ASSUMING the car has the code stored even though I changed the part, and that's why they blamed the ELD) after she says - "its new, my son replaced it" - they tell her there's a SECOND ELD in the car, and they gave her an estimate to replace it. She emails me, and tells me this - so I said call them and ask them where it is.. They tell her it's in the same place as the other one..

So here's the question - IS THERE A SECOND ELD LOCATED ANYWHERE IN THIS CAR (cause I can't find anything online that says yes there are 2)

AND - would anything else beside the cat throw off that p0420 code? I know there is more than one cat, and each should throw a different code... Since dealer quoted to replace the aftermarket cat and B pipe (since it was welded in place) I have to assume it's for the cat that was already replaced once.

Would ANYTHING other that the ELD throw the ELD code?? I read the tsb about there being an issue, and in the past they had to replace the hole fuse box, so to cut cost they made the ELD available as a single part..

I have a feeling this guy is just lying.. So I want to make sure before I call them out over the estimate for the ELD.. I thinking they are trying to get the money for the ELD to offset maybe haveing to replace the cat under warranty.
