no crank no start

I went in to fix a water pump after the car over heated from loss of anti freeze , now that everything is put back together the car wont crank just goes II and you can see stutter in the dash. the car battery sign and oil stays on. I was also skeptical about the timing. just not sure what the problem or fix is.
