Default overheating with a/c on

hi everyone im new to this fourm. and was hopeing for some help i have a 97 civic ex thats running hot when sittin with the a/c on and was wondering if anybody know if both fans shold be on when the a/c is on or just the conderser fan, because i noticed both fans work but whne the a/c is on only one turns on, and if u turn the a/c off the car runs fine and never has any problems and the rad fan comes on at 195degrees, there is no leaks no coolant loss, thermostat is opening and no boiling out, any help would be gr8 also a side note car is all stock thanks

The A/C is independent from the radiator. When the A/C is on the condenser fan should run constantly with the compressor, but the radiator fan continues to act normally based on coolant temperature (actually temperature of the coolant leaving the bottom of the radiator going to the thermostat, not engine temperature).

Unplug the temperature switch on the thermostat housing and put a jumper wire in the plug. The radiator fan should now run all the time that the key is on. Test drive like that and if there is no overheating, replace temperature switch. If there still is overheating it is not a fan issue.
