please help, 96 Cvic, charging problem

Default please help, 96 Cvic, charging problem

I have a 1996 Civic .
Motor ,D16Y7. 1.6 ltr,single cam, DX 5 spd.
It has a new Honda alternater (re-man) , and battery.
@ the batterey when engen is off , voltage is 12.
@ the battery when engen is on. still 12 volts.
@ the batterey when engen is on and 2000 rpm, and a load is on (AC and blower motor on) voltage is 10 1/2 to 11 volts.
Should be 14 volts when engen is on.
Any ideas?

Ideas:

0. (Obvious stuff) Alternator belt loose or missing. Or alternator wiring not connected.
1. "Fuse 15 problem", a known bug in the 96 model.
2. New alternator defective.
3. Blown main fuse, leading to no connection from alternator to battery. Check for battery voltage on the large output terminal, should be there with engine off.

Is the "battery" light on the dash on?
