Exclamation Please Help, electrical problems?

I was driving my 96' honda civic the other day in a bad storm, after awhile the check engine light came on, fading and then getting brighter, kind of in a blinking manner. The headlights were blinking the same way, and the speedometer stopped working, it started going crazy up and down. The car also is shaky and doesn't feel right. I checked the codes a few minutes ago and it says:
vehicle speed sensor,

electrical load detector (ELD) voltage high

Oxygen sensor heater bank 1 sensor 1

Oxygen sensor heater circuit bank 1 sensor 2

I'm pretty sure all these things couldn't have happened at once, could it just be electrical? please help. thankyou

This suggests the classic "fuse 15 problem". Search for it. The symptoms include:

* 1996, 1997 model
* Speedometer doesn't work (no power to speed sensor)
* Heater codes for both O2 sensors (sensors are OK, but no power to them from the fuse)
* Low / pulsating voltage from the alternator (alternator OK, but no power to it from the fuse)

I tried doing everything I found online but no luck, still all the same problems

You could have a bad battery or an alternator that is overcharging the battery, or both. First have the battery load-tested and if it's good, have the alternator tested.

What did you try doing?

Fuse 15 not blown?
Wires behind the engine not frayed? (you must get under the car and look from underneath)
Battery voltage reaching the black-yellow wire at the alternator with the key on?
