Default possible sensor going bad?

Trying to figure out whats could be ailing the car. its a 98 Civic LX. It has random times where it wont start. Had the coil tested, replaced rotor button and cap, had the spark plug wires checked, replaced the ICM, all spark plugs replaced, fuel regulator checked. There was some pressure coming out of the fuel filter when it was taken off but VERY little. Once it starts it runs fine. Also had the starter tested. Im at wits end with this car and cant afford to keep replacing parts and it not fix the problem. Ive been told several times it could be the fuel pump. Any insight?
