Problem Starting
I am having trouble getting my 1995 Honda Civic to start. I have checked for spark at the spark plugs and I can clearly see a spark when attempting to turn it over. I can smell gas in the tail pipe so I am pretty sure the fuel pump is working. The distributor rotor turns so the timing belt should not be broken.
If I let it sit for a while and try to turn it over It sounds like it i just about to turn over, then stalls out and wont start.
Maybe compression, maybe starter not turning fast enough? I can't figure it out can anyone please help me?

Timing belt may have skipped. The cam would still turn but the engine is not in time. Check this by taking the top plastic cover off and checking the marks.
Make sure the fuel pump actually works, if not check and resolder the main relay.

This may be a duh question, but have you tried giving it gas while cranking it? I've read if the fuel pressure regulator goes out, it can let too much fuel back down the return line to the tank. This wouldn't allow your car to start up.
Try putting a few sprays of starting fluid down the intake while someone else cranks it.
Also, the spark should be bright white/blueish. Not orange.

The spark was actually kind of orange. I will check the belt marks in the morning. What could I do about the spark. I have already replaced the spark plug wires, distributor car and rotor as well as the starter coil.

If spark at the plugs is orange, then the coil is likely bad. It's possible that there is another problem in the distributor that is blowing the coil. Do you see any signs of damage or burning inside the distributor? For example, mk378 always points out that if the leak cover is missing or broken, sparks can fly around inside the distributor.
My car when Cold starts Right up but once i drive it around long enough to warm up and then kill it. When i try to start it Again it just turn over and over. Usually takes about 15 to 30 minutes to get it to start again. A few mechanic friends of mine told me it sounds like Ignition coil... but idk...Very frustrating issue! lol also Having the vtech i find pushing the gas only floods it. and when i get it to start it smells like theres lots of gas as it is without pushing it.
Main relay is the prime suspect when it won't start again after turning off hot. Watch for the CEL to cycle when you turn the key on but don't crank during the time that it is not able to start. If CEL comes on and stays on, and you don't hear the fuel pump, it's probably the main relay.
The other major reason is the ICM working intermittently. When it heats up it stops working until it cools off again. It will usually also cause stalling while driving, but it could only happen because of heat soaking out of the engine after parking it hot. The test here is to see if the spark plugs are firing when it won't start. Bad coils are usually permanently bad, they never work again cold or hot.
