Our 2006 Civic EX has developed cuts on both rear seat belts. They are both toward the inside and seem to be aligned with where the belts go into the seat when fully retracted. I would think this to be a safety issue, but can find no recalls or TSB's on this. I can't think of any reason why this would happen other than a design or assembly flaw.

Is this a problem for anyone else?

not sure, have you contacted Honda about this? I keep hearing about lifetime warrantied on seat belts. Not sure if that was offered on newer cars.
