keep in mind that ceramic pads DO NOT STOP WELL....... what they do is create less brake dust, and last longer. People use ceramic pads if they don't want to spend 10 min cleaning high dollar rims every day. For track use a soft compound pad is best Hawk makes a very low cost pad that works quite well.
As far as rotars, 90% of the people who do DE classes or road course weekends, use low cost OEM rotors. They are viewed as throw away items after 2-3 weekends of tracking. I have a set of bling bling drilled and slotted rotars and ceramic pads I use for DD/Show use, but when it's time to stop fast, it's time to break out the soft pads, OEM rotars, and cheap/light rims.
I can get 4 OEM rotars for a c-5 for less then 140 bucks total, I can't imagine a civic set of rotars cost more then 100 bucks for all 4.
The cheapest way to improve your breaking is via a high quality brake fluid and SS lines. Those two items will do wonders to reduce brake fade.

I would go with ceramic pads. I've always heard good things about them. And how good is set of $20.00 rotors going to be? If I was gonna buy new rotors, i would spend some extra money to buy some really good rotors instead of buying cheap crap that might crack and warp easier because the material is not good. You get what you pay for.
