Default rounded bolt on fuel filter!!!

Im so mad.. i was trying to replace the fuel filter on my 94 civic and everything was going great, but i came to the second line. i removed the top bolt to relieve pressure, then the 17 mm banjo bolt, and the next one is a 14 mm hose looking thing. Its like the long threaded one, the second one that brings in the fuel. anyways it was really hard so i put some penetrating spray on it and tapped it and stuff but it was still too hard... its rounded now.. im panicking please help.

im wondering if i should file it down to the next smallest size. should i go for it?

Did you use a flare nut wrench on it? An ordinary open end wrench is about guaranteed to round it off. Using the proper tool it may still grab it.
