Default RPM

I have a '95 Honda Civic automatic with a V-tec engine. I took it to a mechanic, because it was idling too high. Now, since they sanded down inside the throttle body, replaced the skunk 2 throttle body, skunk 2 intake manifold, throttle control sensor, throttle body sensor, with these new parts it is now idling too low. What can I do?

-I also don't understand why when the engine is cold or I first start the car, the RPM is low. Once the engine is hot, the RPM is too high. Can anybody explain why it might do this?

OH MY FREAKING GOD dude how the hell much did that cost to replace all of those things. i know the throttle body is 800 bucks

I think that mechanic is takin you to the cleaners!

What did you take it in for in the first place? I don't understand what you mean by sanded down the TB and replaced the skunk TB? Was it a port and polish job? What TB do you have right now? What sensors did they replace? The TB should have 2 or 3 sensors, One is the idle control valve and the other is a throttle position sensor. Both will effect your idle, but other things will also contribute. I would never replace the sensors until everything else has been checked first. The obvious tune up stuff is normally what will alter your idle,... air filter, fuel filter, spark plugs, spak plug wires, cap & rotor, timing, even PCV valve, as well as fuel injectors and O2 sensor(first one).
