Default RPMs bounce from 1 to 2 only when I stop?

When I'm at a stop my rpms go up then down from 1000 to 2000
I was told it was my throttle positioning sensor?

There are a bunch of things that could cause it. Do you have any check engine lights on? Does the problem only happen when the car is cold? Coolant system fully filled and bled? I would also suggest searching for any vacuum leaks.

Check engine light is on, the code came back as P1337.
I was told if I take it out, it would solve my problem but I wasn't to sure. Any suggestions

I don't think a crank position sensor would cause that. Stock (original) motor in the car? Many "jdm" motors do not have the crank sensor from the factory. There is an easy way around that
