Default Slight wobble at highway speed, resembles high winds. Bad alignment?

This 2002 civic lx sedan recently got brand new lower swing arms, as it was almost as cheap to get them as to press four new compliance bushings in the existing ones. It also got new tires, alignment and some exhaust work. Since it had to work done it does drive a bit more smooth but it has this certain wobble at highway speeds. It literally feels the same in the steering wheel and to your sense of balance the same as when the wind is blowing hard outside and jarring the vehicle. It is a bit less violent than that but clearly noticeable, even visually, and the mechanic claimed he could not notice anything when he drove the car. I'm wondering if the power steering could effect this or if this is due to somebody's negligence in the installation of the suspension parts. Perhaps this is just a common front end issue in these cars?
