Slippery sound when turning wheel

Default Slippery sound when turning wheel

93 civic 1.6L EX 158K miles.

When I turn the wheel quickly one way or the other, I hear a slippery sound. Powersteering fluid was at low level (due to it leaking out when it was on its side when I was working on the car) but I topped it off with fluid I bought at autozone (said it was for honda vehicles).

Does the slippery sound mean a pump or rack and pinion going bad?

Does it sound like a squeaky type noise? Slippery sounds remind me of.... oh wait.. nm..

I wouldn't describe it as a belt squeak. It sounds like it's in the pump or rack and pinion.
