Default So Sluggish

Ok so recently purchased two Honda civic one a 97 HX stock automatic transmission and the other a 00 HX 5-speed.
Im giving the automatic to my brother cause my 5-speed is gonna see a b16 swap but anyways.
Im fixing the car to be safe for him to drive cause its his 18 birthday present from me.
When i got it it had some cheap aftermarket exhaust, but that was the extent of the people taking care of it the car has 193k on it I pulled the codes from the check engine light and got back bad o2 sensors and clogged cat. I changed the o2 sensors and when you drive the car its is very sluggish it sounds like the engine is turning very fast and the rpm are going up wuiclly but no speed it takes awhile to get to 60. My question is can the clogged cat be causing this and if not what could be the problem also the distributor o-ring is leaking and the valve cover gasket was just replaced but it didnt have the right bolt seals so i reused the old ones also just change alternator belt and it squeals like crazy when you stomp on the gas.

Engine revs up but car doesn't go could be a problem with the automatic. You should also check the spark timing.

Clogged cat will cause too much back-pressure, causing sluggishness. The squealing you hear from the alternator is the belt. You need to adjust the belt tensioner.

How would i check spark timing im assuming its with the timing belt do you think i slipped a tooth on the belt
