Default Speed Sensor Code

So I checked the code today and it gave me 17, speed sensor. I checked the continuity of the speed sensor. If I touch both outter pins I get about 1.6, if i touch inner to either outter i get nothing. Is there suppose to be continuity on the outter pins? I also tried the harness and I got the same thing, both outter female spots gave me about 1.8.
HISTORY: My speedometer stays at about 20mph at stop or when moving and the odometer does not change as well. The cel comes on after I drive it a few minutes but when I turn it off and back on the light is gone.

The sensor is electronic, it's not possible to do a simple continuity test on it. You could test it by measuring the voltage from the output wire to ground with the key on (don't start engine). Lift one front wheel off the ground and put the transmission in neutral. The voltage should pulse on and off when you turn the wheel by hand.
