Default Speedometer needle not working on 94 civic

Hello, every one. first of all I have search other posts but there is always like one piece of info missing. So here goes my question. I have a 1994 civic ex and my MPH needle don't work at all. I keep reading to change the VSS but I was wondering if that applies when only my MPH needle is the only one not working? All the other needles seem to be working fine (gas, rmp, temperature) and the miles dont turn either. I'm assuimng thats all one unit? so if I replace the VSS and it still don't work is there something else I should be looking for that might be the problem? thank you for any info on this subject.

VSS thats it. the Tachometer is controlled by a wire from the distributor and the gas gauge is controlled by the sending unit in the tank. temp gauge is controlled by the temp sensor on the block or Radiator. only thing that would kill most of the gauges is usually a fuse. Just get a VSS. if thats not it then u might have a wiring issues with the VSS or an issue with the cluster itself. although i would check the other 2 options only if the VSS doesn't work.

So I tried to get a sensor at the junk yard but was unsuccessful. however Since then i have noticed that when the car is off the needle is all the way at the bottom and when I trurn the car on the the needle moves up to the 0mph mark but doesnt move up any further. does that mean that it might not be the sensor but a wiring problem?
