timing belt problem

Hi, I am looking for some advice as most are. I have a 95 DX with a 1.5 D15B7 eng. Changed timing belt and water pump. Now I cannot get timing marks to align.
I can keep cam pulley in correct spot and crank,but as soon as I tighten tensioner the marks are off by one tooth no matter what I do. I have tried to move the belt both ways one tooth,but it doesn't seem to work. Also the belt doesn't stay lined up. I mean I marked the belt and tooth of crank and they don't stay in the same place.

You will need to put the crank bolt back in fairly tight (but leave the pulley off) so you can turn the crank with a wrench. Turn the crank by hand counterclockwise slowly as you tighten the tensioner. Then go all the way around (twice) so it's back at TDC1 and check the marks. Never use the starter while the tensioner is loose. Also of course the best you can do is be within +- 1/2 of a tooth, it seldom lands exactly perfect.
