Default Trunk Release Lever

I tried to open my trunk by way of the lever inside the car, nothing happens. I turned the key each way not knowing which is lock or unlock, again it will not open.
The lever does not have slack and still fells taunt, like its releasing.
What do I need to do?

Make sure that the key clicks, It will move back and forth freely but it has to click and stay in the position to unlock it.
