unsetable timing issue

Default unsetable timing issue

I've tried to set the timing on my civic ex 00', I set it to the middle stock timing mark and close it up then I drive a around then starts to feel slow again so I check the timing and its off again and moved to the advanced mark. I jumped the ecu properly so it displays the CEL and aligned the camshaft pully with the "UP" mark. I'm not sure what the problem is so any help is appreciated, thanks.

You are using a timing gun, yes?

oh yea I am its a single setting timing gun, sorry I forgot to mention that.
