Default whistle/howling

I have a 2003 civic LX with 200,000 miles. It has developed a loud whistle/howling when moving at higher speeds, mostly over 70 mph. recently sometimes it is making the sounds over 60 mph. It is not caused by the tires.

It is coming from the front right side, I think.

Very odd is that by using water on the windshield the sounds stops for a time. The wipers by it self has no effect.

Has any body experienced this? All help would be appreciated.

My car did the exact same thing... i have a 97 dx and it was coming from the front right under the hood ( I THINK ). it would also only happen at high speeds but now the problem is gone... i didnt really do anything so idk what to tell you...
