Default why is my cam so hard to turn now?

alrite i bought a 96 civic hatch for $500 cause they thought that timing belt and cylinders were messed up from the timing belt snapping while running. i take the thing apart to change the timing belt and i take the cover off and the belt is completly fine. i figured that if i bought everything i mease well change it. everything thing went fine, well as fine as changing a honda belt with american sized hands, but i set it top dead center to the opposite cylinder. so now i have to go and change the timing 180 degrees. with the belt on a i turn the key untill i get the bottom lined up. now i take off the belt and when i try turning my cam its really hard to turn, alor harder to turn than the first time. so hard in fact that i snaped the head off the bolt on the cam. i was able to drill it out and get the bolt out. now my question is why does my cam have so much tension and why am i not able to turn it around, or is there an easier way , or something i could take off that would amke it turn easier. My great idea was to take the old belt wrap it around the cam gear and pull it around and with all my wieght im not able to turn the cam a rotation back to TDC. so any help please.

yes its off , the only thing from yesterday to today is the the other belts are tightend up now but they have nothing to do with the cam cause i dont have the timing belt on when im trying to get the markings to match up. i guess tomorrow im going to everything back off again down to the crank shaft pulley and start over and set it to the right timing and see if it starts then.

Take the spark plugs out as you have compression in the cylinder, also try counter clockwise. My two cents. It could be that valves are being blocked by the piston as they are off timing since you took the timing belt off. Good luck
