If the belt looks worn, then replace immediately. An apparently new looking belt, however, can be deceiving. For example, my belt with 104K miles looked pristine. The point is that, if you don't know with absolute certainty if the belt has been replaced, then just have the job done. A belt that slips or breaks often results in a destroyed engine.

Usually belts last around 80k miles or so no?

Under typical conditions, the 2000 Civic belt should do fine up to ~100K miles (= very soon for car of interest).
