Default Straight for Turbo or rebuild?

I got a 1995 Honda civic ex with 173k miles on it, d16z6, I have not had any problems with it, i want to turbo it. I want to know if i should rebuild the motor and save for a turbo later, or if i can just turbo it now. Im not looking for anything crazy right away just so it will have some ***** when there are more people in the car. 180-200hp to start. Would it be safe to turbo it before a rebuild? I would just turbo at about 8psi to start and rebuild later down the road to run more.
